What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Boosters

Some upgrades also provide a secondary random boost in addition to stat increases. These secondary boosts can be extremely valuable and should be taken into consideration when deciding which items to upgrade. Certain boosts can only be used in certain designs (such the Whistan's Shield in FB Sorcs), while others are valuable to collectors.
Some items come with built-in boos which is less effective when upgraded. For instance the Goldwrap has an extra slots for potion. These are usually upgraded to increase the value of a perfect or near-perfect item.
Costs
There are a few expenses associated with item upgrades. The first is the cost for the upgrade. It can be costly and is contingent on the new ilvl of the item and the number of perks it receives. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the price of the materials required to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these materials required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it could take as long as 8 hours. The base stats of the upgraded item are calculated based on the new ilvl and other properties. This calculation determines the latest Armor Class bonus, damage dice, and other important statistics. In some cases an upgrade may grant additional perks. These perks are available on a list.
Rarely, the new perks obtained will cost more than one perk slot to acquire In these cases, the upgrade will only replace the perks with the highest cost. The upgrader may also make other adjustments to the item, such as changing its weapon damage type or removing a operative or unwieldy feature. These modifications are based on the item's ilvl, and may require special materials, for instance adamantine.
Success Rate
Item upgrades are based on an opportunity, and like any random system, there is a chance that the upgrade won't succeed. However, there are some things that can help to increase the chance of success. These include the use of an item called an Upgrade Pity or the addition of additional components to the upgrade.
The Upgrade Pity is available from the NPC for the smithing process in Lost Ark. It increases the chances of an upgrade being successful by a certain percentage. It is similar to the "luck bonus" that some items offer, but it is more reliable. It can be added to any weapon or armor and is used three times.
