Kotana is a Kutai confederation in the northwestern Kira Jungle, along the upper eastern shores of the Gadh Sea. It is bordered by the Thyrosic Empire across this sea, as well as on land in its furthest north valley, The Bast.

The confederation of Kotana was formed when the local Koteo, Makateo, and Pasjeo tribes banded together in defense against constant attacks from Thyros. They modeled their government similarly to their successful predecessor, Kados. Kotana does not function as an empire, however, instead leaving each tribe to its own wills, with each agreeing to mutual trade cooperation and peace between them. A Dona, or king, is elected by the united Koteo-Makateo-Pasjeo Elder Council in times when national or militaristic unity is perceived necessary.
